राज्य ब्यूराे, पटना। बिहार में नीतीश सरकार ने बजट की घोषणा कर दी है। निवेशकों की जरूरतों के हिसाब से सरकार इसी वर्ष नयी औद्योगिक निवेश प्रोत्साहन नीति लाएगी।

कई अन्य क्षेत्र के उद्योगों के लिए भी नयी पॉलिसी आएगी। वित्तीय वर्ष 2025-26 के बजट में इस बात का प्रविधान किया गया है।

वित्त मंत्री ने कहा कि औद्योगिक विकास को गति देने व निवेश को आकर्षित करने के उद्देश्य से एक गतिशील तंत्र के रूप में काम करेगी नयी औद्योगिक निवेश प्रोत्साहन नीति।

नयी औद्योगिक निवेश प्रोत्साहन नीति निवेशकों की जरूरतों को सहयोग देते हुए निवेश के लिए राज्य को एक आकर्षक केंद्र के रूप में विकसित करने को सहयोग करेगी। इसका लाभ राज्य में आर्थिक गतिविधियों के विकास के साथ-साथ रोजगार सृजन के रूप में भी होगा।

उद्योग तथा संबंधित क्षेत्रों में सर्वांगीण विकास के लिए औद्योगिक रोडमैप तैयार किया जाएगा। पटना, मुजफ्फरपुर तथा पूर्णिया की तर्ज पर राज्य में खादी एवं ग्रामोद्योग उत्पादों को बाजार उपलब्ध कराने के उद्देश्य से दरभंगा, मुंगेर, गया, सारण, भागलपुर तथा सहरसा में भी खादी माल का निर्माण कराया जाएगा।

अब तक इतने करोड़ रुपये हुए खर्च

बिहार स्टार्ट अप पॉलिसी के बारे में यह बताया गया कि अब तक 186 निबंधित स्टार्टअप को 51.27 करोड़ रुपये की सहायता दी जा चुकी है।

स्थायी और वैकल्पिक ईंधन के उपयाेग को प्रोत्साहित कर राज्य के प्राकृतिक संसाधनों का अधिकतम मूल्यवर्धन कर रोजगार सृजन के उद्देश्य से बिहार बायो फ्यूएल्स उत्पादन प्रोत्साहन (संशोधन) नीति 2025 को लागू किया जाएगा।

पर्यावरणीय चुनौतियों एवं नवीकरणीय ऊर्जा विकल्पों को बाजार की मांग के कारण निजी कंपनियों व तेल कंपनियों द्वारा बिहार में कांपेस्ड बायो गैस इकाईयों की स्थापना का जाएगी।

किसानों की आय में वृद्धि व पर्यावरणीय स्थिरता के साथ सतत औद्योगिक विकास और संतुलित क्षेत्रीय विकास काे बढ़ावा देने के लिए बिहार खाद्य प्रसंस्करण नीति 2025 लायी जाएगी।

लागू होगी यह भी पॉलिसी

• बिहार को एक प्रमुख फार्मास्यूटिकल और चिकित्सा उपकरण विनिर्माण केंद्र के रूप में बढ़ावा देने के लिए इसी वर्ष बिहार फार्मास्यूटिकल प्रमोशन पॉलिसी लायी जाएगी।
• इसी तरह प्रदेश में प्लास्टिक विनिर्माण क्षेत्र आर्थिक विकास के रूप में अपना योगदान और बढ़ाए इसे केंद्र में रख बिहार प्लास्टिक विनिर्माण प्रोत्साहन नीति भी इस वर्ष लायी जाएगी।
• उद्यमिता विकास संस्थान का जीर्णोद्धार कर इसे सेंटर ऑफ एक्सीलेंस के रूप में विकसित किया जाएगा। गुड़ के लिए एक सेंटर आफ एक्सीलेंस की स्थापना समस्तीपुर के पूसा में होगी।

Markets regulator Sebi has allowed all non-banking financial companies (NBFC), including housing finance companies, to invest in security receipts issued by Asset Reconstruction Companies (ARCs), a move aimed at encouraging investments in the bad loans space. This has widened the scope of participants who can acquire security receipts from ARCs, thereby boosting liquidity in the distressed asset market. ARCs are set-up to acquire bad loans from banks and financial institutions after appropriate haircuts and issue security receipts (SRs). In a gazette notification issued on February 28, Sebi said, "all NBFCs including HFCs regulated by the Reserve Bank of India (RBI) are hereby specified as qualified buyers for the purposes of SARFAESI Act (the Securitisation and Reconstruction of Financial Assets and Enforcement of Security Interest Act, 2002 (54 of 2002)". This comes with safeguards to avert defaulting promoters from claiming back the secured assets through SRs. Sebi said that such "NBFCs including HFCs will have to ensure that the defaulting promoters or their related parties do not directly or indirectly gain access to secured assets through security receipts; and such NBFCs including HFCs shall comply with such other conditions as the RBI may specify from time to time". As per the SARFAESI Act, only qualified buyers can invest in security receipts.

राज्य ब्यूरो, पटना। वित्तीय वर्ष 2025-26 के बजट (Bihar Budget 2025) में पथ निर्माण विभाग को वार्षिक स्कीम मद की कुल राशि में 4.50 प्रतिशत का हिस्सा दिया गया है। इसके तहत पथ निर्माण विभाग के लिए 5257.55 करोड़ रुपए का प्रविधान किया गया है।

रोड सेक्टर के लिए बजट में यह महत्वपूर्ण घोषणा रही कि सभी जिला मुख्यालयों को चार लेन की सड़क से पटना को संपर्कता मिलेगी। वर्ष 2027 के अंत तक राज्य के किसी भी कोने से चार घंटे में पहुंचने का लक्ष्य तय किया गया है।

सात निश्चय पार्ट-2

सात निश्चय पार्ट-2 के अंतर्गत सुलभ संपर्कता के अधीन राज्य के सभी शहरों एवं सघन बसावटों से हाेकर गुजरने वाले मार्गों में आवश्यकता के हिसाब से बाईपास व फ्लाईओवर का निर्माण कराया जाना है। इसके तहत अब तक 25 बाईपासों के निर्माण के लिए 676.27 करोड़ रुपए की स्वीकृति प्रदान की गयी है।

2024-25 में 22 पुल प्रोजेक्ट का निर्माण पूरा

विगत एक वर्ष के दौरान पथ निर्माण विभाग के तहत जिन योजनाओं पर काम हुआ उसकी भी जानकारी दी गयी है। यह बताया गया कि वर्ष 2024-25 में अब तक 22 पुल योजनाओं का निर्माण पूरा किया गया है। एक वर्ष में पथ निर्माण विभाग के अधीन 90 योजनाएं जिसकी लागत राशि 4,826.40 करोड़ रुपए है, को स्वीकृति प्रदान की गयी।

इन योजनाओं में 23 पुल प्रोजेक्ट, 12 आरओबी तथा 50 सड़क परियोजनाएं हैं। वर्ष 2024-25 में पटना स्थित जेपी गंगा पथ के अंतर्गत गायघाट से कंगन घाट तक 3.40 किमी सड़क का लोकार्पण हुआ।

नदियों पर बने पुलों का विशेष जिक्र

बजट भाषण में वित्त मंत्री ने नदियों पर बने पुलों का भी विशेष रूप से जिक्र किया। यह कहा गया कि वर्ष 2005 के पहले गंगा नदी पर दो लेन वाले मात्र तीन पुल थे और चार लेन वाले एक पुल। अब दो लेन वाले तीन पुल, चार लेन वाले 7 पुल तथा छह लेन वाले चार पुलों का निर्माण हो चुका है।

वर्ष 2005 से पहले कोसी नदी पर दो लेन वाले केवल दो पुल थे।अब दो लेन वाले पुलों की संख्या चार हो गयी है। चार लेन वाले नए पुलों का निर्माण हो चुका है।

गंडक नदी पर 2005 के पहले दो लेन वाले मात्र तीन पुल थे जो अब बढ़कर आठ हो चुके हैं। बागमती नदी पर मात्र चार पुल थे जिनकी संख्या अब 13 हो गयी है। फल्गु नदी पर मात्र एक पुल था। फल्गु पर चार नए पुल बनाए गए हैं।

• पथ निर्माण विभाग के लिए बजट: वित्तीय वर्ष 2025-26 में पथ निर्माण विभाग को 5257.55 करोड़ रुपए का बजट आवंटित किया गया, जो कुल वार्षिक स्कीम मद का 4.50 प्रतिशत है।
• चार लेन सड़क योजना: सभी जिला मुख्यालयों को पटना से चार लेन की सड़क से जोड़ने की योजना, 2027 तक राज्य के किसी भी कोने से चार घंटे में पहुंचने का लक्ष्य।
• नदियों पर बने पुल: 2005 से पहले गंगा, कोसी, गंडक और बागमती नदियों पर पुलों की संख्या सीमित थी, अब इन नदियों पर कई नए पुलों का निर्माण हुआ है, जिनमें दो, चार और छह लेन वाले पुल शामिल हैं।
