एएनआई, चेन्नई। विपक्ष की जॉइंट एक्शन कमेटी ने शनिवार को परिसीमन के मुद्दे पर एक प्रस्ताव पारित किया, जिसमें केंद्र सरकार की ओर से पारदर्शिता और स्पष्टता की कमी पर चिंता व्यक्त की गई।

जेएसी ने सर्वसम्मति से केंद्र सरकार से किसी भी परिसीमन एक्सरसाइज पर पारदर्शिता की मांग की और 1971 की जनगणना वाली जनसंख्या के आधार पर संसदीय निर्वाचन क्षेत्रों पर रोक को अगले 25 वर्षों तक बढ़ाने के लिए कहा।

प्रक्रिया को पारदर्शी करने की मांग

जेएसी द्वारा पारित प्रस्ताव में कहा गया है कि 'लोकतंत्र को बेहतर बनाने के लिए केंद्र सरकार द्वारा किए गए किसी भी परिसीमन एक्सरसाइज को पारदर्शी तरीके से किया जाना चाहिए, ताकि सभी राज्यों के राजनीतिक दलों, राज्य सरकारों और अन्य हितधारकों को इसमें विचार-विमर्श, चर्चा और योगदान करने का अवसर मिल सके।'

इसमें कहा गया है, 'इस तथ्य को देखते हुए कि 42वें, 84वें और 87वें संविधान संशोधनों के पीछे विधायी मंशा उन राज्यों को संरक्षण/प्रोत्साहित करना था, जिन्होंने जनसंख्या नियंत्रण उपायों को प्रभावी ढंग से लागू किया है और राष्ट्रीय जनसंख्या स्थिरीकरण का लक्ष्य अभी तक हासिल नहीं हुआ है।'

आवश्यक संवैधानिक संशोधन लागू करने की मांग

• प्रस्ताव के मुताबिक, '1971 की जनगणना वाली जनसंख्या के आधार पर संसदीय निर्वाचन क्षेत्रों पर रोक को अगले 25 वर्षों तक बढ़ाया जाना चाहिए।' तमिलनाडु के मुख्यमंत्री एमके स्टालिन की अगुआई वाली जेएसी ने केंद्र सरकार से आग्रह किया कि वह उन राज्यों को दंडित न करे, जिन्होंने जनसंख्या नियंत्रण कार्यक्रम को प्रभावी ढंग से लागू किया है।
• जेएसी ने कहा कि 'जिन राज्यों ने जनसंख्या नियंत्रण कार्यक्रम को प्रभावी ढंग से लागू किया है और परिणामस्वरूप जिनकी जनसंख्या में कमी आई है, उन्हें दंडित नहीं किया जाना चाहिए। केंद्र सरकार को इस उद्देश्य के लिए आवश्यक संवैधानिक संशोधन लागू करना चाहिए।'
• इसके अलावा, जेएसी ने संकल्प लिया कि बैठक में प्रतिनिधित्व करने वाले विभिन्न राज्यों के राजनीतिक दल परिसीमन मुद्दे पर उचित विधान सभा प्रस्ताव लाएंगे।

हैदराबाद में होगी अगली बैठक

संकल्प में कहा गया है कि एसी समन्वित जनमत जुटाने की रणनीति के माध्यम से अपने-अपने राज्यों के नागरिकों के बीच पिछले परिसीमन अभ्यासों के इतिहास और संदर्भ और प्रस्तावित परिसीमन के परिणामों के बारे में जानकारी प्रसारित करने के लिए आवश्यक प्रयास भी करेगा।

इसके अतिरिक्त, जेएसी ने संकल्प लिया कि सांसद केंद्र सरकार द्वारा ऊपर वर्णित सिद्धांतों के विपरीत किसी भी परिसीमन एक्सरसाइज को करने के किसी भी प्रयास का मुकाबला करेंगे। प्रस्ताव में कहा गया है कि सांसदों की कोर कमेटी चल रहे संसदीय सत्र के दौरान भारत के माननीय प्रधान मंत्री को उपरोक्त पंक्तियों पर एक संयुक्त प्रतिनिधित्व प्रस्तुत करे। स्टालिन ने कहा कि निर्वाचन क्षेत्रों के परिसीमन पर अगली बैठक हैदराबाद, तेलंगाना में होगी।

After months of persistent outflows, foreign institutional investors (FIIs) are showing signs of a strategic shift in India. The turnaround in FII activity was marked by a significant net buying figure of Rs 3,255 crore through the exchanges on March 21, signaling renewed interest in Indian equities.While FIIs had been offloading Indian equities in the earlier part of the month, the pace of selling had already started to ease. As of March 21, total FII outflows for the month stood at Rs 31,718 crore, but a visible change in direction has since emerged.According to Dr. VK Vijayakumar, Chief Investment Strategist at Geojit Investment Services, “Recent activity shows a change in FII strategy in India. After relentless selling FII turned buyers during a few days last week with a big buy figure of Rs 3255 crores through the exchanges on 21st March.”The intensity of FII selling had started declining earlier.” He added that the sentiment in the debt market also remains positive, with continued inflows into fixed-income instruments. “The trend of FII buying in debt continued with total debt investment of Rs 10,955 crores in March through 21st,” Vijayakumar noted.This reversal in FII activity has played a role in lifting market sentiment. “The recent reversal in FII selling has turned the market sentiments for the better, facilitating a rally in the market for the week ended 21st March,” he said.Also read: IT sector sees highest foreign outflows at Rs 6,934 cr in March.
