विधि संवाददाता, पटना। बिहार में प्राथमिक शिक्षकों की नियुक्ति को लेकर आरक्षण विवाद एक बार फिर न्यायिक जांच के घेरे में है। ईडब्ल्यूएस वर्ग को 10 प्रतिशत आरक्षण न देने के मामले पर पटना हाई कोर्ट ने राज्य सरकार और बीपीएससी से जवाब तलब किया है।

न्यायाधीश सत्यव्रत वर्मा की एकल पीठ ने अभय राज और 88 अन्य की याचिका पर सुनवाई करते हुए राज्य सरकार और बिहार लोक सेवा आयोग से जवाब तलब किया है।

याचिकाकर्ताओं ने आरोप लगाया है कि प्राथमिक शिक्षक भर्ती के लिए प्रकाशित विज्ञापन संख्या 22/2024 में आर्थिक रूप से कमजोर वर्ग के लिए 10 प्रतिशत आरक्षण का समुचित पालन नहीं किया गया है, जो कि 2019 के अधिनियम के तहत एक सीधी भर्ती में ऊर्ध्व आरक्षण है।

'10% के नियम का उल्लंघन किया'

याचिकाकर्ताओं की ओर से वरीय अधिवक्ता अभिनव श्रीवास्तव ने दलील दी कि शुरू में 21771 पदों में ईडब्लूएस वर्ग को लगभग 2000 पद आवंटित किए गए थे, लेकिन हाई कोर्ट द्वारा रीट याचिका स. 16760/2023 में 65 प्रतिशत आरक्षण को असंवैधानिक करार दिए जाने के बाद कुल पद घटकर 19842 हो गए, किंतु ईडब्लूएस के लिए केवल 917 पद आरक्षित किए गए, जो कि 10% के नियम का स्पष्ट उल्लंघन है।

याचिका में यह भी तर्क दिया गया कि महिला उम्मीदवारों को विभिन्न वर्गों में ऊर्ध्व आरक्षण के रूप में स्थान प्रदान किया गया, जबकि संविधान में महिलाओं के लिए आवर्ती (क्षैतिज) आरक्षण का प्रविधान है।

उदाहरण स्वरूप, सामान्य श्रेणी में 7440 में से 3716 पद महिलाओं को, जबकि ओबीसी में 2357 में से केवल 501 पद ही महिलाओं को दिए गए, जो कि 35 प्रतिशत क्षैतिज आरक्षण के प्रावधान से मेल नहीं खाते।

कोर्ट ने राज्य सरकार और बीपीएससी को निर्देश दिया है कि चार सप्ताह के भीतर शपथ-पत्र दाखिल करें, जिसमें यह स्पष्ट किया जाए कि ईडब्लूएस वर्ग के लिए आरक्षण में कटौती किस आधार पर की गई और महिलाओं को विभिन्न वर्गों में दिए गए आरक्षण की ऊर्ध्व-क्षैतिज संरचना का औचित्य क्या है। सुनवाई की अगली तारीख 23 जून तय की गई है।

एएनआई, नई दिल्ली। पहलगाम आतंकी हमले के बाद भारत सरकार एक्शन मोड में है। भारत-पाक बॉर्डर भी अलर्ट मोड पर है। इसी बीच भारतीय सेना प्रमुख जनरल उपेंद्र द्विवेदी सुरक्षा स्थिति की समीक्षा करने के लिए कल (25 अप्रैल) श्रीनगर का दौरा करेंगे।

स्थानीय सैन्य संरचनाओं के शीर्ष कमांडर उन्हें घाटी और एलओसी पर बल द्वारा उठाए गए आतंकवाद विरोधी उपायों के बारे में जानकारी देंगे। 15 कोर कमांडर और राष्ट्रीय राइफल्स के अन्य गठन कमांडर इस दौरे के दौरान मौजूद रहेंगे।

दिल्ली में हुई थी सेना प्रमुख की हाईलेवल मीटिंग

बता दें कि मंगलवार को  देश की सुरक्षा स्थिति की समीक्षा के लिए रक्षा मंत्री राजनाथ सिंह ने चीफ ऑफ डिफेंस स्टाफ (CDS), तीनों सेनाओं के प्रमुख और राष्ट्रीय सुरक्षा सलाहकार अजीत डोभाल के साथ एक अहम बैठक की।

सेना प्रमुखों ने दी सुरक्षा स्थिति की जानकारी

सेना प्रमुख जनरल उपेंद्र द्विवेदी और नौसेना प्रमुख एडमिरल दिनेश त्रिपाठी ने रक्षा मंत्री को पहलगाम और पूरे जम्मू कश्मीर की सुरक्षा स्थिति की जानकारी दी। उन्होंने बताया कि सुरक्षाबलों को अलर्ट कर दिया गया है और आतंकियों को पकड़ने के लिए सर्च अभियान जारी है।

LTM IT attrition came in at 11.8%.The company had cash and cash equivalent of Rs 7,656 crore at the end of March quarter."We delivered operational excellence by achieving a 60% increase in operating profit through strong execution, operational leverage, and cost management. एएनआई, नई दिल्ली। पहलगाम हमले (Pahalgam Terror Attack) में मारे गए लोगों को परिजनों और जो लोग बाल- बाल बचे वो दुनिया को अपनी आपबीती सुना रहे हैं। इस आतंकी हमले में गुजरात के रहने वाले शैलेश कलथिया भी मारे गए। हमले के दौरान उनका बेटा नक्श कलथिया भी बैसरन घाटी में अपने पिता के साथ मौजूद था।

नक्श ने समाचार एजेंसी एएनआई को बताया," हम पहलगाम, जम्मू-कश्मीर में 'मिनी स्विटजरलैंड' पॉइंट पर थे। हमने गोलियों की आवाज सुनी। जैसे ही हमें लगा कि आतंकवादी इलाके में घुस आए हैं, हम छिप गए। लेकिन, उन्होंने हमें ढूंढ लिया। हमने दो आतंकवादियों को देखा।

'आतंकियों ने लोगों को कलमा पढ़ने को कहा'

नक्श ने आगे कहा,"मैंने सुना कि उनमें से एक ने सभी लोगों को मुस्लिम और हिंदू में अलग होने का आदेश दिया और फिर सभी हिंदू पुरुषों को गोली मार दी। आतंकवादियों ने पुरुषों से तीन बार 'कलमा' पढ़ने को कहा, जो लोग इसे नहीं पढ़ पाए, उन्हें गोली मार दी गई।

नक्श ने बताया आतंकियों का हुलिया

नक्श ने आगे कहा कि जब आतंकवादी चले गए, तो स्थानीय लोग आए और कहा कि जो लोग बच गए हैं, उन्हें तुरंत नीचे उतर जाना चाहिए। हम पॉइंट से नीचे उतरने के एक घंटे बाद सेना आई। आतंकवादी उन्हें (मेरे पिता को) बिल्कुल भी बोलने नहीं दे रहे थे। उन्होंने (मेरी मां से) कुछ नहीं कहा। आतंकवादियों में से एक गोरा था और उसकी दाढ़ी थी। उसने अपने सिर पर कैमरा बांधा हुआ था। उन्होंने महिलाओं और बच्चों को छोड़ दिया।"

AIMIM प्रमुख असदुद्दीन ओवैसी ने कहा, 'एक ऐसी जगह जहां इतने सारे पर्यटक थे, वहां एक भी पुलिस कर्मी या सीआरपीएफ कैंप नहीं था। क्विक रिएक्शन टीम (QRT) को मौके पर पहुंचने में एक घंटे से अधिक का समय लगा और इन कमीनों-हरमजादों ने लोगों से उनका धर्म पूछने के बाद उन्हें गोली मार दी।'

ओवैसी ने उठाए सवाल?

उन्होंने कहा कि वे पाकिस्तान से आए थे और पाकिस्तान उनका समर्थन करता है। वे सीमा कैसे पार कर गए? इसके लिए कौन जिम्मेदार है? वे पहलगाम पहुंचे गए तो श्रीनगर भी पहुंच सकते थे... न्याय तभी होगा जब जवाबदेही तय होगी... हम आतंकी हमले की निंदा करते हैं।

पीएम से सर्वदलीय बैठक का आग्रह

बता दें कि एआईएमआईएम प्रमुख असदुद्दीन ओवैसी ने गुरुवार को प्रधानमंत्री नरेंद्र मोदी से आग्रह किया कि पहलगाम सर्वदलीय बैठक के लिए संसद में सदस्यों की संख्या की परवाह किए बिना सभी राजनीतिक दलों को आमंत्रित किया जाए।

ओवैसी ने रिजिजू से की फोन पर बात

• ओवैसी ने सोशल मीडिया पर एक पोस्ट में कहा कि उन्होंने बुधवार रात केंद्रीय संसदीय कार्य मंत्री किरेन रिजिजू से बात की और उन्हें बताया गया कि एनडीए सरकार केवल 'पांच या 10 सांसदों' वाले दलों को आमंत्रित करने पर विचार कर रही है।
• ओवैसी ने यह भी कहा कि जब उन्होंने पूछा कि कम सांसदों वाले दलों को क्यों नहीं? तो केंद्रीय मंत्री ने जवाब दिया कि बैठक 'बहुत लंबी' हो जाएगी और उन्होंने मजाक किया कि एआईएमआईएम नेताओं की आवाज वैसे भी बहुत तेज है।
• गुरुवार शाम को होने वाली बैठक में केंद्र विभिन्न राजनीतिक दलों के नेताओं को पहलगाम आतंकी हमले के बारे में जानकारी देगा और उनके विचार सुनेगा। आधिकारिक सूत्रों ने बताया कि रक्षा मंत्री राजनाथ सिंह और गृह मंत्री अमित शाह नेताओं को जानकारी देंगे। सिंह बैठक की अध्यक्षता करेंगे।

आतंकवादियों को करारा जवाब जरूरी

ओवैसी ने कहा कि यह भाजपा या किसी अन्य पार्टी की आंतरिक बैठक नहीं है, बल्कि आतंकवाद और आतंकवादियों को पनाह देने वाले देशों के खिलाफ एक मजबूत और एकजुट संदेश भेजने के लिए एक सर्वदलीय बैठक है। क्या नरेंद्र मोदी सभी दलों की चिंताओं को सुनने के लिए एक घंटा अतिरिक्त नहीं दे सकते?

एएनआई, नई दिल्ली। जम्मू-कश्मीर के पहलगाम में हुए आतंकवादी हमले के मद्देनजर, भारत सरकार ने पाकिस्तान के नागरिकों के लिए वीजा सेवाओं को तत्काल प्रभाव से निलंबित करने का निर्णय लिया है।

इसके तहत, 27 अप्रैल से सभी मौजूदा वैध वीजा रद कर दिए जाएंगे। सिर्फ चिकित्सा वीजा 29 अप्रैल तक वैध रहेंगे। भारत में वर्तमान में मौजूद पाकिस्तानी नागरिकों को निर्धारित समय सीमा के भीतर देश छोड़ने का आदेश दिया गया है।

भारत सरकार ने लोगों को दी सलाह

भारत सरकार ने अपने नागरिकों को पाकिस्तान यात्रा से बचने की सलाह दी है। साथ ही, पाकिस्तान में वर्तमान में मौजूद भारतीय नागरिकों से आग्रह किया गया है कि वे जल्द से जल्द भारत लौट आएं।
