जागरण संवाददाता, पटना। प्रदेश में ड्रग लाइसेसिंग प्रक्रिया में बड़ा बदलाव हुआ है। बिहार ने औषधि नियंत्रण विभाग में पारदर्शिता बढ़ाने और भ्रष्टाचार पर अंकुश लगाने के लिए वन नेशन, वन ड्रग लाइसेंसिंग यानी ओएनडीएलएस सिस्टम लागू कर दिया है।

नए सिस्टम में नए ड्रग लाइसेंस या नवीनीकरण के लिए ऑनलाइन आवेदन करना होगा। सबसे पहले यह आवेदन राज्य औषधि नियंत्रक के पास जाएगा। वे संबंधित औषधि निरीक्षक को भौतिकी सत्यापन के लिए कागजात भेजेंगे।

इसके बाद यह रिपोर्ट उप औषधि नियंत्रक के पास जाएगी, जो उसके तकनीकी पहलुओं की पड़ताल और पुष्टि कर लाइसेंस निर्गत करने के लिए जिले के लाइसेंसिंग पदाधिकारी को भेजेंगे। इसके साथ ही प्रदेश के सभी दवा दुकानदारों का केंद्रीय डाटा भी तैयार किया जाएगा, जिससे उच्चाधिकारी उसकी निगरानी सुनिश्चित करा सकें।

होम्योपैथी समेत आयुष दवाओं के लिए भी नया नियम लागू किया गया है। यह जानकारी पटना के सहायक औषधि नियंत्रक चुनेंद्र महतो ने दी। उन्होंने बताया कि हाल ही में गया के बिपार्ड में सभी पदाधिकारियों को नए लाइसेंसिंग सिस्टम का प्रशिक्षण दिया गया है।

30 दिन में लाइसेंस या आवेदन रद

नई लाइसेंसिंग प्रक्रिया पुरानी की तुलना में कुछ जटिल है, लेकिन इसमें अनियमितता की गुंजाइश नहीं रहेगी। नए सिस्टम के तहत अब नए लाइसेंस का आवेदन चार चरणों से गुजरेगा। सबसे पहले राज्य भर के आवेदन ड्रग कंट्रोलर के पास जाएंगे। यहां आवेदन पत्र और संलग्न दस्तावेजों की प्रारंभिक जांच की जाएगी।

यदि कोई दस्तावेज अधूरा हुआ तो आवेदन रोक कर सूचना दी जाएगी। सही होने पर राज्य औषधि नियंत्रक संबंधित औषधि निरीक्षक को भेजेंगे, जो दुकान-संस्थान और वहां की व्यवस्था की वास्तिक रिपोर्ट देंगे।

इसके बाद यह उप औषधि निरीक्षक के पास जाएगा जो तकनीकी मूल्यांकन यानी फार्मासिस्ट की योग्यता, दवा भंडारण व्यवस्था और अन्य तकनीकी पहलुओं की जांच व समीक्षा कर रिपोर्ट देंगे।

उनके स्तर पर सभी रिपोर्ट-दस्तोवज संतोषजनक पाए जाने पर लाइसेंस स्वीकृत करने के लिए आवेदन जिला लाइसेंसिंग पदाधिकारी को भेजा जाएगा। यह पूरी प्रक्रिया 30 दिन में पूरी कर लाइसेंस निर्गत करना है या आवेदन रद करना है। हर टेबल की कार्यवाही रिकॉर्ड में होगी और उच्चाधिकारी कभी भी उसकी जांच कर सकेंगे।

इसके अलावा भी दवा कारोबारियों को नए पोर्टल पर पंजीकरण कर संबंधित लाइसेंस और दस्तावेज अपलोड करने होंगे। इससे पूरे देश का केंद्रीय डाटा तैयार हो सकेगा।

बिहार केमिस्ट एंड ड्रगिस्ट एसोसिएशन ओएनडीएलएस ड्रग लाइसेंस सॉफ्टवेयर का स्वागत करता है। इससे लाइसेंसिंग प्रक्रिया पहले से अधिक सरल, तेज और पारदर्शी होगी। इसमें सभी दवा व्यवसायियों को पुराने लाइसेंस स्वयं ही पोर्टल पर अपलोड करने होंगे। एसोसिएशन राज्य भर में संगठन की जिला ईकाइयों और औषधि विभाग के सहयोग से प्रशिक्षण मुहैया करा इस प्रणाली को सुगम बनाने का कार्य करेगा। - तरुण कुमार, प्रशासनिक सचिव, बिहार केमिस्ट एंड ड्रगिस्ट एसोसिएशन

राज्य ब्यूरो, पटना। बिहार पुलिस में एक ही नाम, पता, जन्म तिथि, पैन कार्ड और शारीरिक माप पर दो भाइयों के सिपाही पद पर बहाल होने के एक मामले की जानकारी मिलने के बाद आर्थिक अपराध इकाई (ईओयू) ने प्राथमिकी दर्ज करते हुए कार्रवाई शुरू की है। मामला करीब 41 वर्ष पुराना बताया जा रहा है।

जानकारी के अनुसार मोहनियां के चौडीहरा गांव निवासी विक्रमा सिंह ने 1982 में कटिहार जीआरपी के साथ ही रोहतास जिला बल की सिपाही बहाली में सफलता हासिल की थी। मगर उन्होंने कटिहार जीआरपी में योगदान किया और 2023 में गया जिले से सेवानिवृत हुए।

ऐसे हुआ खुलासा

दूसरी ओर शिवहर जिले से भी विक्रमा सिंह नामक दारोगा सेवानिवृत्त हुए हैं। इस विक्रमा सिंह के पिता का नाम, पता, जन्म तिथि, पैन नंबर, ऊंचाई और छाती का नाम बिलकुल समान है। सिर्फ दोनों व्यक्ति के आधार नंबर, बैंक खाता नंबर और प्रथम योगदान स्थल में अंतर दिखा है।

जांच में पता चला है कि शिवहर जिले से रिटायर हुए विक्रमा सिंह की प्रथम नियुक्ति रोहतास जिला बल में सिपाही के पद पर हुई थी। दोनों भाइयों ने अलग-अलग जिलों में करीब 41 साल नौकरी करते हुए दारोगा पद से सेवानिवृत्ति ली।

मामले का खुलासा तब हुआ, जब दूसरे भाई ने पेंशन के लिए शिवहर के कोषागार में दस्तावेज जमा किए, जबकि एक भाई पहले ही रोहतास कोषागार से पेंशन उठा रहा था। अब ईओयू मामले से जुड़े जालसाजों की पहचान करेगा और सरकार को आर्थिक नुकसान पहुंचाने वाले कर्मियों को चिह्नित करेगा।

The Mumbai Metropolitan Region Development Authority (MMRDA) is set to undertake a significant infrastructure and connectivity upgrade across the Mumbai region as part of its alignment with NITI Aayog’s Growth Hub strategy, said a top official.Backed by fresh funding commitments, the authority plans to invest over Rs 4.07 lakh crore or $48 billion in the next five years to support the region’s transformation into a high-output economic zone.The financing support for this significant investment plan will come through non-binding lines of credit signed with Indian financial institutions including the Rural Electrification Corporation (REC), Power Finance Corporation (PFC), Housing and Urban Development Corporation (HUDCO), Indian Railway Finance Corporation (IRFC), and the National Bank for Financing Infrastructure and Development (NaBFID).“With this historic infusion of Rs 4.07 lakh crore from India’s key financial institutions, MMRDA is poised to transform the way Mumbai moves. The idea of ‘Mumbai in Minutes’--where any two points in the region can be reached within 59 minutes--is no longer a distant dream. It is now an achievable, bankable reality,” MMRDA Metropolitan Commissioner Sanjay Mukherjee, told ET.According to him, these lines of credit empower MMRDA to fast-track a new generation of infrastructure--metro corridors, elevated roads, multimodal integration, and seamless urban transit to ensure that citizens spend less time commuting and more time living.The credit lines will be utilised to finance urban transport, housing, multimodal connectivity, energy systems, and digital urban services. The projects are part of a larger plan to scale up economic activity in the Mumbai Metropolitan Region (MMR), which has been identified by NITI Aayog as one of four pilot areas under its Growth Hub programme. The other regions are Surat, Visakhapatnam, and Varanasi.MMR’s Growth Hub roadmap includes a target to increase the region’s economic output to $300 billion by 2030 and generate over three million jobs. MMRDA is planning to adopt a 20:80 equity-to-debt model to implement projects under the new credit lines.The HUDCO has committed Rs 1.5 lakh crore to support housing, transport, and urban development. The REC and PFC have extended separate credit lines of Rs 1 lakh crore each, focused on energy efficiency, urban mobility, and related infrastructure. The IRFC has pledged Rs 50,000 crore for metro, suburban rail, and multimodal transport networks. NaBFID will provide Rs 7,000 crore for transport and urban services, including smart infrastructure.In this structure, each participating institution has committed to the full value of its sanctioned credit line for a fixed period of five years. The Rs 4.07 lakh crore credit pool has been structured to finance only bankable projects, with interest rates to be finalised through non-exclusive competitive bidding.This arrangement allows lenders to conduct concurrent financial evaluations of each project, enabling more rigorous scrutiny and timely assessment of financial viability at each stage of implementation.According to experts, these are not a standard memorandum of understanding but a structured financial mechanism designed for execution. The credit lines are in the process of being availed for specific projects such as the Gaimukh-Fountain Tunnel, the Fountain Hotel Junction to Bhayander Jetty, the Kalyan Ring Road, and the proposed Mumbai 3.0. The combination of this domestic credit facility and foreign funding commitments worth Rs 3.5 lakh cr made in Davos represents the largest fundraising effort by any parastatal body globally, experts said. According to them, this is also the first time such a financing model has been adopted for a large public sector undertaking in India.The projects supported under these lines of credit are intended to expand transit systems, improve housing access, and upgrade essential infrastructure in the region. These investments are also expected to contribute to Maharashtra’s stated goal of becoming a $1 trillion economy and align with India’s national economic targets.
