India’s markets regulator Sebi has introduced a stricter framework for SME IPOs in a bid to safeguard investor interests and ensure only credible companies access public markets.The new regulations come amid a surge in SME IPOs, which have seen growing investor participation in recent years. In 2024, around 240 SMEs raised over Rs 8,700 crore, nearly double the Rs 4,686 crore raised in 2023, according to data from primedatabase.com.Under the revised framework, SMEs planning to go public must now meet stricter profitability criteria. Companies must have recorded operating profits (EBITDA) of at least Rs 1 crore in two of the last three financial years. This move aims to ensure that only financially stable SMEs can tap into public markets.Additionally, Sebi has capped the offer-for-sale (OFS) component in SME IPOs at 20% of the total issue size. Selling shareholders are also restricted from offloading more than 50% of their existing holdings.These measures are designed to prevent excessive selling by promoters and ensure that companies raise funds for growth rather than merely allowing early investors to exit.To further align SME IPOs with mainboard IPOs, Sebi has introduced a phased lock-in period for promoters’ shares exceeding the minimum promoter contribution (MPC). Half of the excess holdings will be unlocked after one year, while the remaining 50% will be released after two years.This is aimed to promote long-term commitment from promoters and reduce speculative trading.Sebi has also revised the allocation process for non-institutional investors (NIIs) in SME IPOs, bringing it in line with the methodology used for main-board IPOs.Further, to curb excessive speculation, the regulator has increased the minimum application size for SME IPOs to two lots. This move is expected to deter small, speculative investors and protect retail participants from potential losses.The regulator has also imposed limits on how SME IPO proceeds can be used. Companies cannot use the funds to repay loans taken from promoters, promoter groups, or related parties, either directly or indirectly.Furthermore, the amount allocated for general corporate purposes (GCP) has been capped at 15% of the total issue size or Rs 10 crore, whichever is lower.In a bid to enhance transparency, Sebi has mandated that the draft prospectus for SME IPOs be made available for public comments for 21 days. Issuers must publish announcements in newspapers and include a QR code for easy access to the DRHP.SME-listed companies will also be required to comply with related party transaction (RPT) norms applicable to main-board-listed entities. जागरण संवाददाता, पटना। होली के दौरान भीड़ नियंत्रित करने के लिए रेलवे की ओर से 30 जोड़ी स्पेशल ट्रेनों का परिचालन करने का निर्णय लिया गया है।

इससे बिहार आने वाले लोगों को बड़ी राहत मिलने की उम्मीद की जा रही है। होली के दौरान स्पेशल ट्रेनें पटना जंक्शन एवं दानापुर के अलावा समस्तीपुर, रक्सौल, सहरसा, दरभंगा, कटिहार, जयनगर, मुजफ्फरपुर एवं बक्सर से भी चलाई जाएंगी।

होली के दौरान रेलवे ने स्पेशल वंदे भारत का परिचालन करने का निर्णय लिया है। इसका परिचालन प्रारंभ हो गया। यह ट्रेन 20 मार्च तक चलाई जाएगी। इस ट्रेन का परिचालन डीडीयू एवं प्रयागराज के रास्ते होगा।

यह ट्रेन सप्ताह में छह दिन नहीं चलेगी। यह ट्रेन नई दिल्ली से सुबह साढ़े आठ बजे रवाना होगी और रात आठ बजकर दस मिनट पर पटना पहुंचेगी।

वहीं, पटना से यह ट्रेन सुबह साढ़े आठ बजे खुलेगी, जो आठ बजकर दस मिनट पर नई दिल्ली स्टेशन पहुंचेगी। यह ट्रेन पटना से मंगलवार को नहीं जाएगी।

पटना से गोंदिया के लिए भी स्पेशल ट्रेन चलाने का निर्णय लिया गया है। यह ट्रेन 11 एवं 12 मार्च को गोंदिया से एवं 12 एवं 13 को पटना से खुलेगी। पटना एवं उदयपुर के बीच भी स्पेशल ट्रेन चलाई जाएगी।

यह ट्रेन आरा, डीडीयू, प्रयागराज, कानपुर, आगरा के रास्ते चलाई जाएगी। यह ट्रेन 11, 18 एवं 25 मार्च को उदयपुरसिटी से खुलेगी। वहीं, पटना से यह ट्रेन 13, 20 एवं 27 मार्च को खुलेगी।

उदयपुर सिटी एवं फारबिसगंज के बीच भी स्पेशल ट्रेन चलाई जाएगी। यह ट्रेन पाटलिपुत्र के रास्ते गुजरेगी। मालदा एवं आनंद विहार के बीच चलने वाली स्पेशल ट्रेन पटना के रास्ते गुजारी जाएगी। मालदा एवं दिल्ली के बीच चलने वाली स्पेशल ट्रेन भी पटना के रास्ते चलेगी।

लोकमान्य तिलक एवं दानापुर स्पेशल ट्रेन का होगा परिचालन

• पटना के अलावा दानापुर से भी स्पेशल ट्रेन चलाने का निर्णय लिया गया है। यह ट्रेन लोकमान्य तिलक से दानापुर के बीच चलाई जाएगी।
• यह ट्रेन डीडीयू, प्रयागराज, छिवकी, मैहर, इटारसी एवं भुसावल के रास्ते चलाई जाएगी। यह स्पेशल ट्रेन 15 एवं 17 मार्च को लोकमान्य तिलक टर्मिनल से खुलेगी एवं वापसी में 11, 16 एवं 18 मार्च को दानापुर से खुलेगी।
• दानापुर से पुणे के बीच भी स्पेशल ट्रेन चलाई जाएगी। दानापुर-पुणे से 14 एवं 17 मार्च को चलाई जाएगी, वापसी में दानापुर से 12, 16 एवं 19 मार्च को चलाई जाएगी।
