पीटीआई, नई दिल्ली। बोफोर्स रिश्वत कांड की जांच में खुलासा हो सकता है। सीबीआई ने निजी जांचकर्ता माइकल हर्शमैन को खोजने और पूछताछ करने के लिए अमेरिका को एक न्यायिक अनुरोध भेजा है। निजी जासूस माइकल हर्शमैन ने 1980 के दशक के 64 करोड़ रुपये के बोफोर्स रिश्वत घोटाले के बारे में महत्वपूर्ण डिटेल्स भारतीय एजेंसियों के साथ साझा करने की इच्छा व्यक्त की थी।

अधिकारियों ने बुधवार को यह जानकारी दी। फेयरफैक्स समूह के प्रमुख हर्शमैन 2017 में निजी जासूसों के एक सम्मेलन में भाग लेने के लिए भारत आए थे। अपने प्रवास के दौरान, वे विभिन्न मंचों पर दिखाई दिए, जिसमें उन्होंने आरोप लगाया कि तत्कालीन कांग्रेस सरकार ने घोटाले की जांच को पटरी से उतार दिया था और कहा कि वे सीबीआई के साथ डिटेल साझा करने के लिए तैयार हैं।

हर्शमैन ने एक इंटरव्यू में दावा किया था कि उन्हें 1986 में केंद्रीय वित्त मंत्रालय द्वारा विदेशों में भारतीयों द्वारा मुद्रा नियंत्रण कानूनों के उल्लंघन और मनी लॉन्ड्रिंग की जांच और भारत के बाहर ऐसी संपत्तियों का पता लगाने के लिए नियुक्त किया गया था और उनमें से कुछ बोफोर्स सौदे से संबंधित थे।

• सीबीआई ने हर्शमैन की नियुक्ति से संबंधित दस्तावेज और यदि उनके द्वारा कोई रिपोर्ट प्रस्तुत की गई थी, 
• उससे संबंधित दस्तावेज मांगने के लिए वित्त मंत्रालय से भी संपर्क किया, लेकिन उस समय के रिकॉर्ड एजेंसी को उपलब्ध नहीं कराए जा सके।
• एजेंसी ने कई इंटरव्यू में हर्शमैन के दावों पर ध्यान दिया और 2017 में एलान किया कि मामले की उचित प्रक्रिया के अनुसार जांच की जाएगी।

लेटर रोटेटरी की आवश्यकता इसलिए पड़ी क्योंकि 8 नवंबर, 2023, 21 दिसंबर, 2023, 13 मई, 2024 और 14 अगस्त, 2024 को अमेरिकी अधिकारियों को भेजे गए पत्रों और अनुस्मारकों से कोई जानकारी नहीं मिली। लेटर रोटेटरी एक लिखित अनुरोध है जो एक देश की अदालत द्वारा किसी आपराधिक मामले की जांच या अभियोजन में सहायता प्राप्त करने के लिए दूसरे देश की अदालत को भेजा जाता है।

सीबीआई ने 1990 में मामला दर्ज किया था, तीन साल बाद स्वीडिश रेडियो चैनल ने आरोप लगाया था कि बोफोर्स ने सौदे को हासिल करने के लिए भारत के राजनेताओं और रक्षा अधिकारियों को रिश्वत दी थी। इन आरोपों ने राजीव गांधी सरकार के लिए एक बड़ा घोटाला खड़ा कर दिया और प्रतिद्वंद्वी दलों ने कांग्रेस को निशाना बनाने के लिए इसका इस्तेमाल किया।

यह घोटाला स्वीडिश फर्म बोफोर्स के साथ 400 155 मिमी फील्ड हॉवित्जर की आपूर्ति के लिए 1,437 करोड़ रुपये के सौदे में 64 करोड़ रुपये की रिश्वत के आरोपों से संबंधित है, जिसने कारगिल युद्ध के दौरान भारत की जीत में महत्वपूर्ण भूमिका निभाई थी।
