विधि संवाददाता, पटना। फार्मासिस्ट की बहाली को लेकर लंबे समय से चल रहे विवाद पर पटना हाई कोर्ट (Patna High Court) ने बड़ा फैसला सुनाया है। अदालत ने स्पष्ट कर दिया कि बिहार सरकार द्वारा तय की गई न्यूनतम योग्यता यानी "डिप्लोमा इन फार्मेसी (डी. फार्मा)" ही फार्मासिस्ट पद के लिए मान्य योग्यता रहेगी।

कार्यकारी मुख्य न्यायाधीश आशुतोष कुमार और न्यायाधीश पार्थ सारथी की खंडपीठ ने बी. फार्मा और एम. फार्मा डिग्रीधारियों द्वारा दायर कई याचिकाओं को निष्पादित करते हुए यह फैसला सुनाया।

याचिकाकर्ता ने कोर्ट में क्या दलील दी?

याचिकाकर्ताओं ने दलील दी थी कि बी. फार्मा/एम.फार्मा, डी. फार्मा से उच्च योग्यता है और उन्हें आवेदन से वंचित करना अनुचित है, लेकिन अदालत ने माना कि डिग्री और डिप्लोमा कोर्स की प्रकृति, उद्देश्य और कार्यक्षेत्र अलग हैं।

डी. फार्मा पाठ्यक्रम खास तौर पर सरकारी अस्पतालों व दवा वितरण में उपयोग के लिए तैयार किया गया है, जबकि बी. फार्मा/एम.फार्मा का पाठ्यक्रम औद्योगिक और अनुसंधान क्षेत्र पर होता है।

अदालत ने राज्य सरकार द्वारा जारी नियमों को संविधान सम्मत मानते हुए स्पष्ट किया कि जब तक नियमों में बदलाव नहीं होता, बी. फार्मा/एम.फार्मा धारकों को सिर्फ उसी स्थिति में पात्र माना जाएगा जब वे डी. फार्मा की न्यूनतम योग्यता भी रखते हों।

कोर्ट ने अपने फैसले में और क्या कहा?

फैसले में यह भी कहा गया कि फार्मेसी काउंसिल ऑफ इंडिया के 2015 के रेगुलेशन में दोनों योग्यता (डी. फार्मा/बी. फार्मा) को मान्यता दी गई है, लेकिन राज्य सरकार को अपने पदों की प्रकृति के अनुसार योग्यता तय करने का अधिकार है।

कोर्ट के इस निर्णय के बाद हजारों बी. फार्मा/एम.फार्मा डिग्रीधारी अभ्यर्थियों को बड़ा झटका लगा है, जबकि डी. फार्मा धारकों के लिए यह एक बड़ी राहत साबित हुई है।

Tata Consultancy Services (TCS), India’s top software exporter, reported a 1.7% year-on-year decline in consolidated net profit to Rs 12,224 crore for the quarter ended March 2025, compared to Rs 12,434 crore in the same period last year. This is below Street estimates of Rs 12,650 crore.Revenue from operations, meanwhile, rose 5.3% year-on-year to Rs 64,479 crore, up from Rs 61,237 crore in the same period last year. However, it came in below the ET NOW poll estimate of Rs 64,856 crore.The company has proposed a final dividend of Rs 30 per share, subject to approval at the annual general meeting.For FY25, TCS reported revenue of Rs 2,55,324 crore, marking a 6% YoY growth. In constant currency terms, revenue grew by 4.2%. The growth was primarily driven by strong performance in regional markets, which saw a robust 37.2% year-on-year increase.In Q4, the company reported an operating margin of 24.2% and a net margin of 19.0%. Its delivered strong cash conversion, with operating cash flow at 125.1% of net income.TCS also posted a record total contract value (TCV) of $12.2 billion for the quarter, with a healthy book-to-bill ratio of 1.6. For the full year, TCV stood at $39.4 billion.K Krithivasan, CEO and MD, said “We are pleased to cross the $30 Billion in annual revenues and achieve a strong order book for the second consecutive quarter.
